Overview:

This Program Priority Skills NL gives an opportunity to Immigrate to Canada WITHOUT A JOB OFFER. Yes, its true, now the applicants under this stream do not need a job offer to qualify and to move to Canada.
This program is designed for individuals having the qualifying work experience in the In-Demand Occupations. The list of In-Demand Occupations is provided by the Newfoundland and Labrador Provincial Immigration and is mentioned below in the article.
The individual just need to express the interest in moving to Newfoundland and Labrador and staying here permanently as a Permanent Resident of Canada. Expression of Interest (EOI) are Open Now for this Priority Skills NL Stream.
Who can submit the EOI under Priority Skills NL?
Two type of candidates are eligible to apply. Type (a) and (b), detailed below.
a) Those candidates who have Work Experience of at least 1 year in the last 10 years in any of the In-Demand occupations. The In-Demand Occupations are from 4 different Job Sectors.

b) Or those individuals can also submit the EOI who have completed Master’s and/ or PhD degree from Memorial University of the province, in the last 3 years in these sectors.

Priority Skills NL is a points based system. Candidates must score more than 60 points in order to be considered by Immigration Officials and Different Employers (those employers who have special accounts with the provincial immigration).
Those applicants, who successfully summitted their Expression of Interest, got high scores and also their profile caught the interest of registered employers, may get an ITA (Invitation to Apply). At this stage, candidates can apply for Provincial Nomination Certificate WITHOUT A JOB OFFER.
Other Eligibility Requirements:
Language: International English Language Testing System IELTS with scores equivalent to Canadian Language Benchmark (CLB) level 5 or higher. Or French Language Test.
Age: Minimum 21 Years.
Intention to permanently live in Newfoundland and Labrador.
How To Apply?
Expression of Interest.
First step to complete the EOI is to fill in a Questionnaire given by the Provincial Immigration. This Questionnaire will let the Immigration officials know that you are interested in moving to Newfoundland and Labrador. Also, you will get a clear picture of scores you got in EOI.
What type of questioned asked in the questionnaire?
- About your age.
- Education
- Language (IELTS) or French Language Test
- Work Experience
- Any family member in Newfoundland and Labrador
Once completed, you will see the points you got in EOI. If your total points are above 60, then the applicant will be asked to give the following information.
- Name
- E-mail Address
- Nationality
- Home Address
At this stage applicant must upload the following documents in order to complete the Expression of Interest.
- Resume
- Cover Letter
- Academic or Work Experience Credential
Most of this information given by the applicant is also shared with the registered Employers of the province, to vote for the applicant’s EOI. At this stage any Employer may extend a Job Offer also. But Job Offer is not mandatory for the Provincial Nomination.
The EOI’s with high scores and Employer’s Interest may receive an ITA (Invitation to Apply). This ITA will be sent to the same email address you have provided in EOI. ITA means, you can apply to the Newfoundland and Labrador PNP under the two programs,
- Skilled Workers
- Express Entry Skilled Workers
If the Applicant meet the eligibility criteria of any of the above mentioned programs, Province will issue a Nomination Certificate. Next Step is to apply for Canadian Permanent Residency, Provincial Nomination Certificate supports the PR application of the candidate.
Process Time:
The Expression of Interest remains valid for 12 months, and you may get an ITA at any time if you have the qualifying score.
After receiving the ITA, candidate will apply for Nomination Certificate, and the process time under both streams
Skilled Workers – 18 months
Express Entry Skilled Workers – 6 months
*Note: These process times may vary depending on the number of applications immigration is processing.
Temporary Work Permit (Optional):
After submitting the application of Permanent Residency to the Federal Immigration of Canada, applicant may request a letter of support from the Newfoundland and Labrador provincial Immigration. You can apply for Canada Work Permit with the support of this letter. Work Permit application must be submitted online directly to the Federal Immigration of Canada.
