Quebec has updated the list of high demand jobs for which employers do not need to prove that they have made recruitment efforts when hiring temporary foreign workers.
The Occupations in this new list can benefit from facilitated processing for the Labor Market Impact Assessment. Unexpectedly, the number of occupations in the new list has been increased from last year’s 181 occupations to 228 occupations eligible for facilitated processing.
This new list is effective now. There is a transition period up to March 24th, 2022 given to employers to submit their applications under previous occupations list.
Every year on February 24th, the Quebec Ministry of Immigration review this list of occupations and make changes as per the labour market demand. These measures are taken to benefit employers who wish to hire Temporary Foreign Workers.
This facilitated LMIA is a basic step to speed up the hiring process of foreign workers under Temporary Foreign Workers program, so that the quick arrival of these workers become possible. And they can fill up the labour shortage in the province of Quebec.
Birth rate is going down in the province of Quebec as well as the ratio of people getting to their retirement age is high. According to a released report of Canadian Federation of Independent Business, many of the small businesses are facing labour shortage in the province.
The Quebec Government is trying its best to facilitate Employers by easing the hiring process and reducing process time of each application. Quebec Government is expecting to fill up around 22% of job positions by the end of 2026. Quebec Immigration is taking steps to make sure that more foreign workers can immigrate to the Canadian French speaking province.
This does not mean that Quebec Employers are Exempt from getting Approved labour market Impact assessment to hire foreign worker, but if the Employer is hiring for one of the occupations in the list, then there is no need to fulfil certain conditions like advertisement of the job position or other recruitment efforts made to hire someone as in all other provinces of Canada.
In-demand Occupations for Facilitated LMIA 2022-23
The List of occupations eligible for facilitated LMIA processing under the Temporary Foreign Worker Program in Quebec for 2022-2023, effective from February 24, 2022
Quebec Employers were allowed to hire foreign workers up to 10 percent per workplace. A recent agreement between the Quebec and Canadian Federal Immigration now allows Employers in Quebec to hire Temporary Foreign Worker up to 20 percent per workplace.
Some Occupations from Skill Level D are also exempt from advertisement and other recruitment efforts made by Employers. These occupations are now under facilitated LMIA (Labour Market Impact Assessment).

Following Occupations under Skill Level D are facilitated by this fast paced LMIA process. This list will remain valid until December 31, 2024.
Now Quebec Employers hiring under Temporary Foreign Workers Program need to secure this quick processed LMIA, if the occupation for which they are hiring is in this new list.
As this facilitated Labour Market Impact Assessment is a special measure from Canadian Federal Immigration only for the province of Quebec, the applications under this procedure must be approved from both federal immigration and provincial immigration. All the necessary documents and application forms must be submitted to (ESDC) Employment and Social Development Canada and Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI).
